Trying to figure out where you found this Peter. To me it looks like some sort of a training area for animals, like a bran or something. At least the other side of the colored ground.
Your vivid imagination runs away with you Camellia😁 As Tom points out it is no more than a set of stairs. The 'Rainbow steps' as they are known locally connect a clifftop road to the sea front and the faces of the steps are brightly painted. Blue hand rails complete the story.
