There's no intentional camera movement (but maybe un-intentional 😀). I took the picture in "Live" mode on the iPhone, and then used the built-in option to view it as a long exposure. For what it's worth, it's probably not a "real" long exposure: I believe Live photos are actually short videos that the phone can display in a variety of ways including long exposure.
