Is it an anchor? I googled photos of anchors and they are all basically like the typical shape we know. A buoy? The fact that it's sunk into the ground makes it look really heavy.
They are indeed buoys. There were a number positioned as a kind of art installation in an old dock area that has been redeveloped.It was in New Zealand.
