Me too. This is one from 2001 (!) at an arts collective where my daughter was taking a class. I've posted a few from there. It was in some old industrial buildings that had been very brightly painted -- picture 20 stoned artists set loose with random cans of paint. The metal piece was likely something left over from the old days and splashed with paint. Or maybe carefully created by a metal artist. Dunno.
Whatever this is, I love it. Looks dangerously sharp, the faucet sparkling brand new, the rust underneath rich. Interesting!
