I think he's resting, and looking at his phone in the shade. A bit before he'd been working in the grassy area near the highway ramp, I believe harvesting dandelion greens. Another person had been also working in the same manner, which is why I think they were picking a plant. I worried that he was overcome from the heat but he seemed fine.
